In his Secretary’s report, Tim Floyd gives his usual comprehensive review of GAA activities in Tipperary during 2013 including a particularly useful month by month review of significant events. Among the other subjects he comments on are the changing views on hurling styles following Clare’s All Ireland victory in 2013, the impact of emigration on Tipperary clubs, the positive upturn in the County Board Finances, the development of the County Teams training facility at Morris Park, suggestions on new criteria that could be considered for distribution of central GAA funds and the importance of proper risk assessment by clubs to reduce the potential for hazardous events occurring. Tipperary County Board would like to congratulate Tim on his excellent report and thank him for his great dedication to his role in 2013. He continues to set and achieve very high standards.

Among the motions for debate are:
1) Proposal from Moyle Rovers that no under 16 players be on county minor panels and that only the winners of the Provincial Minor Championships in both Hurling and Football go forward to the All Ireland series
2) A proposed comprehensive update of the County Bye Laws following a review carried out by a sub-committee under the chairmanship of Mid Divisional Board Chairman, John Devane.
3) As per Official Guide 2013, Rule 3.21 a proposal that Tipperary Co Board shall appoint a County Health and Wellbeing Committee and a further proposal to appoint a Player Welfare Committee as a subgroup of the Health and Wellbeing Committee.
