November County Committee Meeting Motions

The November County Committee meeting will be held next Monday November 13th at 7.30pm in The Dome. The main area of attention for delegates will be the motions in relation to the 2024 championships & leagues which will be down for decision on the night. 

The full list of motions that have been submitted for consideration are as follows:

  1. CCC

The committee propose the following motion for the November county committee meeting.

  1. That relegation of one team from Division one of the county hurling leagues to division two be implemented.
  2. That promotion of one team from Division two of the county hurling league to division one be implemented.
  1. That relegation of one team from Division one of the county football leagues to Division two be implemented.
  2. That promotion of one team from Division two of the county football league to Division one be implemented

  1. Drom and Inch GAA

The above club wishes to submit the following motion(s) for the running of Tipperary GAA County Adult Leagues/Championships in 2024.

County Leagues 2024:

  1. Start date of county leagues in 2024 to be (i) Football – weekend of 23rd/24th of March & (ii) Hurling – weekend of 30th/3 l st March.

Leagues to be played in same format as 2023 except for semi-finals will not apply i.e. top team in each group will contest final. Bottom team in each group are relegated being replaced by top team in the next division for 2025.

 

Bye Law 7 -Player Grading Lists:

Bye Law 7 to be amended to allow clubs name 15 players not 18 as previously required. Also, the option to re­ grade 1 eligible player from the list be allowed after 1 round of championship to be permitted & not 2 rounds as previously required. Clubs to notify CCC of the eligible player by e-mail & that will be sufficient for re-grading purposes i.e. it will not require a meeting of the CCC to pass same.


  1. Bord na nOg

Coiste na nOg Thiobriad Arann: Age grades: We propose that underage remain as Status Quo, that is U13, U15, U17, U19 and U21.

  1. Silvermines GAA – Motion(s)

The above club wishes to submit the following motion(s) for the running of Tipperary GAA County Adult Leagues/Championships in 2024.

Re UnderAge Grades

We propose underage grades to remain at U13,U15, U17, U19 and U21 the same as 2023.


  1. Knockavilla Donaskeigh Kilchams GAA

Knockavilla Donaskeigh Kickham’s propose that for 2024 the following competitive age grades would apply: – U13; U15; U17 and U20 only for the following reasons

There are too many demands on players aged 17 to 21 years between clubs, schools, colleges and some inter county players. For smaller clubs, there is a very significant level of player overlap within these teams making it very challenging to meet fixture requirements and leading to significant injuries

The current set up makes it very challenging for fixture committees to manage fixtures sensibly, particularly where the juvenile fixtures overlap with the adult fixtures.

The current U21 championship is run as an “also-ran” due to the fixture overload, What could be a very good competition is given minimal status.

If an U20 age grade was introduced (in place of an U19 and U21), it would alleviate fixture congestion and facilitate a more robust championship structure enabling more games to be played and has the potential to be a very good competition


  1. Upperchurch GAA – Motions

The above club wishes to submit the following motion(s) for the running of Tipperary GAA County Adult Leagues/Championships in 2024.

1.We propose that Tipperary GAA implement a games program using the following age grade structure for both hurling and football:- Under 21, Under 18, Under 16, Under 14 and Under 12. Go Games and Blitzes to be played at age grades below Under 12.

 

2.A team that wins the Divisional Hurling Title and finishes 2nd in their county hurling championship group, is exempt from the county ¼ final preliminary round draw. The Divisional Championship win and a 2nd place finish in the group puts them straight into the county championship ¼ final draw.

 

3.If a team wins their division but finishes in 4th place in their county hurling championship group, the 4th place finish will not entitle them to a preliminary ¼ final. Only a 3rd place finish in the county championship will entitle a team to a preliminary county ¼ final.


  1. Newcastle GAA

The above club wishes to submit the following motion(s) for the running of Tipperary GAA County Adult Leagues/Championships in 2024.

  1. That all levels of Junior football (i.e including those below Premier Junior) revert to an All County competition with no divisional links.

Divisions to run separate stand-alone competitions.

  1. That County Board / CCC look at pushing out the dates of the County Finals for all Junior Football competitions below Premier Junior, taking into consideration that these competitions will not now have to meet any particular dates for Provincial Competitions.

  • The 4 semi-finalists from 2023, be # 1 seeds. Losing quarter finalists from 2023 will be designated # 2 seeds. Remaining 6 teams will be designated #3 seed.  Details of groups & seeding as follows:

  • Three rounds in total with each team playing one team from each of the three seeding groups as follows:
    • Round 1 First Seeds play third Seeds, second seeds play second seeds.
      • Team 1 v 5, 2 v 6, 3 v4
    • Round 2 First Seeds play second seeds, third seeds play third seeds.
      • Team 1 v 3, 2 v 4, 5 v 6.
    • Round 3 First Seeds play first seeds, second seeds play third seeds.
      • Team 1 v 2, 3 v 5, 4 v 6.
  • Order in which teams are drawn into groups will determine their placing in the group – i.e. 1st drawn #1 seed will be team 1. and 2nd drawn #1 seed will be Team 2 etc
  • All 6 teams in one league table with top 4 teams progressing to ¼ final

 

 

Round 4 – Quarter Final

  • Top team in Group A & B and top two teams in Group C seeded #1 in ¼ draw
  • 2nd place team in Group A & B and 3rd & 4th place team in Group C seeded #2.
  • No repeat pairings from group stages where possible

Round 5 – Semi Final

  • Open draw – no repeat pairings where possible

Round 6 – Final

 

Relegation

  • 4th place team in Group A & B, and 5th & 6th placed team in Group C in relegation play off.
    • Open draw with repeat pairings allowed
  • Two semi-finals and a final with the winner maintaining senior status for the following year.
  • Total of 3 teams relegated to Intermediate for 2025.

Regulations

  • 1) 3 rd Round games should be played simultaneously – where possible
  • 2) If teams finish level on points in the league stages, the following shall apply and in this order:
    • Where two teams finish on equal points and they have played each other in the group stages, then the head to head result shall determine placings
    • The higher scoring difference (subtracting total scores against from total scores for) across all games played for each team.
    • The higher scores for across all games played.
    • A play off.

  • Final – Semi Final winner v winner or relegation final play-off

U21 Football Championship 2024

Proposed All County Structure

U21 Football Championship in 2024 and subsequent years to be played on an all- county basis as follows:

  • 8 teams in each grade (A, B, C etc)
  • 2 groups of 4 with round robin in group stages
  • Top 2 teams in each group into semi-finals
  • 5 rounds in total
  • Open draw to decide places in groups with no seedings.
  • Rule 6.21(5) T.O 2023 applies if teams finish level on points in the round robin stages of the competition
  • Gradings for competing clubs to be decided by County CCC.

9 .Ardfinnan GAA

Football Championship restructure proposal 2024/25.

The following proposal is to reinstate 16 teams to the Senior football Championship, 12 teams to the intermediate championship and 6 teams to the Premier Junior championship by 2025.

2024.

Senior championship consists of 14 teams.

2 groups of 4 and 2 groups of 3

Top 2 teams in each group into quarter finals

3rd placed teams in each group into Tom Cusack Cup semi-finals (Optional)

The 2-4th place team in group of 4 hold Senior status. No relegation.

2024

Intermediate championship consists of 12 teams.

2 groups of 6 open draw

3 rounds in each group. Open draw to select pairings in each round.

No repeat pairings.

Top 4 in each group into quarter finals. 1A v 4B, 2A v 3B, 3A v 2B, 4A v 1B

4 winners to semi final

Both Finalist promoted to Senior Football for 2025

No relegation.

2024

Premier Junior Championship consisting of 6 teams.

1 group

Play four rounds based on open draw in each round with no repeat pairings.

Top 4 teams in semi-final, 1 v 4, 2 v 3

2 winners into final and both teams promoted to Intermediate for 2025.

2025

Senior championship consists of 16 teams.

4 groups of 4

Top 2 teams in each group into quarter finals

3rd placed teams in each group into Tom Cusack Cup semi-finals (Optional)

4th placed teams into relegation semi-final.

Loser of relegated final to Intermediate.

2025

Intermediate championship consists of 12 teams.

2 groups of 6 open draw

3 rounds in each group. Open draw to select pairings in each round.

No repeat pairings.

Top 4 in each group into quarter finals. 1A v 4B, 2A v 3B, 3A v 2B, 4A v 1B

4 winners to semi final

Winner of relegation final promoted to Senior; Loser relegated to Premier Junior.

2025

Premier Junior Championship consisting of 6 teams.

2 teams from 2024 final promoted to Junior A Championship

1 group

Play four rounds based on open draw in each round with no repeat pairings.

Top 4 teams in semi-final, 1 v 4, 2 v 3

2 winners into final, winner promoted to Intermediate for 2025 and loser relegated to Junior A for 2025.
