Championship & League Motions – November County Committee Meeting

The November County Committee meeting takes place on Tuesday next November 9th. One of the main items for consideration at this meeting will be motions in relation to Championships and Leagues for 2022.

The closing date for submission of motions has now passed and below is a list of the 28 motions which have been submitted.

Motions at November 9th 2021 Co Committee Meeting

Age Grades

1. Considering the current difficulties trying to play the 2021 Under 21 Hurling and Football Championships, Co Management propose that only one of U19, U20 or U21 be played from 2022. (Co Management Committee)

 

2. If it’s passed to only play one of U19, U20 or U21 grade Hurling and Football in 2022, the clubs vote on which one of the three the Co CCC will organize. (Co Management Committee)

 

3. We propose that Tipperary GAA play competition at U21 and U19 age grade in 2022 (Cappawhite)

 

4. We wish to retain the UI9 and U21 football and hurling competitions for 2022 and the foreseeable future (Knockavilla-Donaskeagh Kickhams)

Co “C” Championship

5. That the Tipperary County Board run a “C” championship in both hurling and football in 2022, for whatever age grades are agreed by the clubs, be this one or more of u19, u20 or u21. This is to cater for clubs who are unable to field teams in the “B” championship due to lack of numbers. This championship to be played on an all-county basis with club teams consisting of a minimum 11 a side. The running of this championship to be organized by the County CCC. Gradings

6. Moyne Templetuohy GAA Club propose that the listing of the 18 players for intermediate and senior championship should be re-examined.

a) If one of the players listed on the 18 is injured in training or in a challenge match, he cannot play in a lower competition even if he recovers and the lower team (ie a junior team) is still involved in the championship.

b) We are proposing that there be exemptions built into the list of 18 that allows for a scenario where an injured player listed on the original list of 18 be allowed play in a lower team still involved in the championship.

c) Exemptions should include:

(i) An injured player listed on the original list of 18 but recovers to player junior championship

(ii) Any player listed on the original list of 18 that has not played in the group stages of the championship should be allowed play in a lower competition (Moyne-Templetuohy)

General

7. Nenagh Éire Óg Hurling and Football Club propose that juvenile players on county panels would be available to play for their club for all club championship games (Nenagh Eire Óg)

8. There be no changes to the UI 7 Football and Hurling competitions for 2022 and going forward (Knockavilla-Donaskeagh Kickhams)

9. The Co Management Committee recommends that Coiste na nÓg play Under 17 Hurling and Football as an All-County Minor Championship on a geographically regionalized basis to reduce travelling distance. (Co Management Committee/Fixtures Analyst)

Seamus O Riain Cup

10.That the Seamus O Riain Cup be called “The Premier Intermediate Championship” with the winners going forward to represent Tipperary in the Munster Intermediate club championship. (Co Management Committee/Fixtures Analyst)

11. The Seamus O’Riain Cup name be retained. (Knockavilla-Donaskeigh Kickhams)

12. That for the 2022 championship Season, and thereafter, the teams in Senior B will be renamed Premier Intermediate playing for the Seamus O Riain Cup and the winner of the championship will go forward to represent Tipperary in the Provincial Intermediate Championship (Tulach Sheasta)

13. Carrick Swan GAA Club opposes the motion that the Seamus O’Riain Cup be called the Premier Intermediate Championship so that the value of the divisional link can be maintained. (Carrick Swans)

14. If the current SOR structure is to remain at senior B level; the divisional link to a preliminary quarter final of the Dan Breen championship should remain for all senior teams regardless of grade. (Burgess)

15. If the motion regrading SOR Senior B competition to a Premier Intermediate competition is to be passed at Convention, the implementation should be delayed until the start of the 2023 championship, noting the time frame set out by Croke Park. This is to allow clubs & committees to prepare for such a sweeping change in their status.

17. Proposal for County Hurling leagues from 2022

Leagues to be played in Divisions numbered 1 to whatever number is required. Each Division divided into groups of 4.

2 Groups of 4 Teams in each Division.

3 Rds. Each team play each other in each group.

Rd 4 Semi Finals

(A) First and Second in each group play cross over semi finals (1×2 and 2×1)

(B) Third and Fourth in each group play cross over semi finals (3×4 and 4×3)

Rd 5 Finals.

The winners of (A) play the Division Final

The losers of (B) play the Relegation Final with the loser relegation to the next lower division for the following year.

Regulations

1) Rule 6.21 T.O 2021 applies if teams finish level on points in the league stages.

2) Servesport to decide the games in each round and who has the home venue.

3) In round 4 the highest place team will have home venue. If the teams finish level on points the following decides. (i) Scoring Difference (Subtracting the total score against from total score for. (ii) Highest total score for. (iii) Neutral venue.

4) The team that loses the relegation final is relegated to the next lowest division for the following year

5) The team that wins each divisional final from Division 2 down, will be promoted to the next highest division for the following year. (Co CCC)

18. Proposal for County Football leagues from 2022

20. Structures and Regulations for County Senior Hurling Championship 2022

16 Teams – 4 Groups of 4. Group Winners from the previous year’s groups be drawn into separate groups and seeded 1. Second place group finishers from the previous year be drawn into separate groups and seeded 2. The same with 3rd and 4th place group finishers in 2021. The relegated team from the previous year will be replaced by the promoted team from the previous year’s Seamus O Riain.

Group Stage.3 Rds.

Rd 4 Preliminary Quarter-finals – If required. {E.T} and finish on the day

Rd 5 Quarter Finals. The 4 group Winners will play the 4 group runners up – or the Preliminary Quarter Final winner/s. No repeat pairings (Open Draw) (E.T.) and finish on the day

Rd 6 Semi Finals The four winners from Rd 5 (Open Draw) No repeat pairings if possible {E.T} and finish on the day

Rd 7 Final. The Winners from Rd 6. {E.T} and then Replay

Regulations

1) 3rd Round games should be played simultaneously – where possible

2) Rule 6.21 T.O 2021 applies if teams finish level on points in the league stages.

3) The winners of the four Divisional Championships, for Dan Breen Teams Only, qualify for the Preliminary Quarter-Finals if not already qualified. If all Divisional winners have qualified through the county group system, then this round will be dispensed with.

4) Divisional winner(s) will be play a group runner(s) up. (Draw).

5) Repeat pairings shall be avoided where possible.

6) Divisions must be ready for county deadline dates as set down by County Bye-Laws and Regulations

Relegation to Seamus O Riain Cup:

1) Rd 1 Semi Finals. The bottom team in each group enter the relegation semi-finals. (Open Draw) {ET} and finish on the day

2) Rd 2 Final. The two losers of Rd 1 (Semi Final) play each other with the loser relegated to Seamus O Riain Cup for 2023. (ET) and then Replay

3) Should a team finish bottom of a group but win the County Final via the preliminary Quarter-Final route then relegation would be a 3-team group round robin with the bottom team relegated

4) Rule 6.21 T.O 2021 applies if teams finish level on points in the league relegation stage.

Rd 1. County Quarter-Finals. Winner & Runner-up of the four Divisions Finals qualify for the Quarter-Finals. (Winner of Divisions vs Runner-Up in the other Division) (Rota to continue as per current County Board Rota) {E.T} and finish on the day.

Rd 2. County Semi-Finals. The four winners from Rd 1 (Open Draw) No repeat pairings if possible {E.T} and finish on the day

25. That participation in Relegation is confined to the teams that are placed 4th in their group after the Group Phase of the Tipperary Senior Football Championship. (Aherlow)

27. That the draws to form the groups for the group phase of the Tipperary Senior & Intermediate Hurling & Football Championships be an open draw with no seeding. (Aherlow)

28. Kiladangan proposes that for the Tipperary hurling championship in 2022 that the divisional link remains for the county championship but teams can only re-enter the competition at which they are graded.

In 2022 there should be separate North championships for the Dan Breen teams & SOR teams with the Dan Breen clubs playing for the Frank McGrath cup and the SOR teams playing in a new north championship.

Other divisions can run their divisional championships as suits their needs but if Dan Breen & SOR teams are combined in the same competition the winners can only re enter at the preliminary quarter final stage of the competition in which they are graded.

We think this is keeping with the new rules from Croke park as there are still only 16 teams in each grade.
